Assistance to commissioners in emergency situations.


Fintecna has been involved for years in supporting extraordinary commissioners as part of the interventions to support people impacted by natural disasters:

2012 - Emilia Romagna Earthquake

Following the experience acquired in 2009 in supporting the people affected by the earthquake in Abruzzo, Fintecna Spa was assigned the task of intervening in Emilia Romagna in 2012.
Based on the Convention stipulated in 2013 with the Designated Earthquake Emergency Commissioner, Fintecna undertook to carry out all the necessary activities to guarantee the implementation of infrastructural works in the Emilia Romagna Region, to quickly restore operations in plants, buildings and infrastructures. Considering the continued state of emergency and the positive results achieved by Fintecna, the Convention was extended year by year until 31 December 2021. Residual activities were completed in 2022.

2016 - Earthquakes in the Lazio, Umbria, Marche and Abruzzo Regions

In 2016, Fintecna was again called upon to support the Office of the Extraordinary Commissioner for reconstruction in the territories affected by the earthquake; an agreement was signed between Fintecna and the Extraordinary Commissioner of the Government to define the modalities, duration and cost reimbursement of Fintecna's intervention in the regions affected by the earthquake until the end of 2018. Fintecna intervened to provide technical support to the commissioner and to the offices for reconstruction of the territory.

2021 - Creation of the GE.DI.SI. platform

The Convention has been progressively renewed, and on the occasion of its renewal for 2021 the Extraordinary Commissioner requested an extension of the activities entrusted to Fintecna, including - among other things - the design and implementation of a new IT platform called “Gestione Digitale Sisma Centro Italia 2016 - GE.DI.SI.” and designated to replace the management IT tools that were previously in use, in order to allow immediate and streamlined coordination and monitoring of the progress of the entire reconstruction process. The platform was delivered in 2022 and is to date the only management system for private post-earthquake 2016 reconstruction procedures and data monitoring of the entire reconstruction process. Fintecna also provided training for professionals and platform users.

The Convention with the Extraordinary Earthquake Commissioner of the Lazio, Umbria, Marche and Abruzzo Regions was extended until 31 December 2023, with the mutual desire to continue this collaboration into 2024 as well. Fintecna is also currently engaged in implementation of the processes and new functions on the GE.DI.SI. IT platform based on requests made by the Commissioner.

Applications for project work
In order to carry out these activities, Fintecna is seeking professionals with a diploma in Surveying and/or a degree in Engineering, Urban Planning and Architecture, enrolled in the professional register and qualified to practise the profession, to be engaged, for the duration of the project, in the Regions involved in the technical activities for the implementation of the reconstruction and the related support services.

Assistance and support for the implementation of the National Recovery and Resilience Plan (NRRP)

To ensure the effective and timely implementation of the interventions provided for in the NRRP, Fintecna is required to provide assistance and technical-operational support to the Civil Protection Department for the implementation of the measures financed under Mission 2 Component 4 - Sub-Investment 2.1b “Measures for reducing flood and hydro-geological risk”.

Applications for project work
In order to carry out these activities, Fintecna is seeking professionals with a diploma in Surveying or Accounting and/or a degree in Engineering, Urban Planning, Geology and Architecture, enrolled in the professional register and qualified to practise the profession, to be engaged, for the duration of the project, in the areas of Lombardy, Emilia Romagna, Calabria, Basilicata and Sicily, to carry out the technical activities for the implementation of the restoration measures and to provide the related support services.

Support for the rationalisation of PA equity investments

Fintecna has been authorised to perform all necessary services to accelerate the periodic rationalisation operations of the PA under the Italian Consolidated Law on Publicly Owned Companies. The identification of Fintecna provides the Public Administration with a private instrument to be used to carry out the complex activities required to rationalise its equity investment portfolio, ensuring that it operates with full transparency in compliance with the institutional purposes of the administrations involved and the principles of cost-effectiveness, efficiency and publicity.
